Mr. Abdul-Kabir Opeyemi Ogungbo- Special Adviser, Taxation and Revenue

Abdul-Kabir Opeyemi Ogungbo is an established goal-oriented financial technology and revenue assurance expert with a track
record of successfully leading high-impact revenue optimization and financial technology projects for the public and private
sectors across West and Central Africa. Abdul-Kabir has over two decades of hands-on experience in program/project
management delivery, revenue generation and automation, developing home-grown software technologies, business strategy
and process mapping, stakeholder management and negotiations, and corporate policy implementation.


Abdul-Kabir Opeyemi was born to the Ogungbo family from Ibeju-lekki, Lagos. He attended Jehovah Shalom Primary School,
Somolu for his primary school education and Angus Memorial Grammar School, Igbobi for secondary school education.

His technology education started with a Diploma in Computer Science from the Ogun State Polytechnic, Abeokuta, Ogun state, and
further cemented his position on the subject matter with a BSc. in Computer Science from the prestigious Olabisi Onabanjo
University (Ago-Iwoye, Ogun State).

He holds an MBA from the Ghana Institute of Management and Public Administration (Accra,
Ghana) and completed several professional certifications, among them are the PMP certification from the globally recognized
Project Management Institute (PMI), CRISC certification issued by the Information Systems Audit and Control Association
(ISACA), Information Technology Infrastructure Library (ITIL) certification, Microsoft’s Certified Professional (MCP), Microsoft’s
Certified Professional + Internet (MCP+I), Microsoft’s Certified System Engineer (MSCE), Cisco’s Certified Security Professional
(CCSP), Cisco’s Certified Network Associate (CCNA), and Certified EBS-RCM Manager.

He is also a member of the Association
of Management Consultants in Nigeria.
Opeyemi started his impactful career in 2001 as a System Administrator in Aptech Computer Education in Lagos, where he
nurtured and expanded his capacity as a technologist, teacher, and manager.

An experience that would quickly prepare him for
his future accomplishments.
He later joined Alpha Beta Consulting in 2005 (a leading management consulting company in Lagos) as a Manager, Management
Information Systems.

His diligence and attitude towards excellence was undeniably noticed by the executive team which made him rise to the position of Head of Offshore Business and Operations after a good spell managing the Organization’s technology
infrastructure.

His consistency in delivering stellar performance would later lead him to the position of the Managing Director of
Alpha Beta Consulting, Ghana.
Abdul-Kabir Opeyemi served as the Managing Director of Alpha Beta Consulting, Ghana for 6 years leading top-flight revenue
generation and optimization projects and, in the process, engaging directly with the President of Ghana.

After a successful spell
in Ghana, he was called to lead revenue generation and optimization projects in Sierra-Lone and Cameroon where he performed
excellently before returning to the Lagos office where he was needed to manage several transformational projects that led him to
take up roles like Head Global Projects, Client Services, and Corporate Communication and Program Management. Opeyemi
was recently the Managing Director of TechPay Limited, a financial technology company focused on providing customized
revenue optimization payment solutions for the public and private sector.


His expertise has resulted in significant revenue and efficiency achievements for MDAs in Lagos State, these include (but not
limited to); deployment of enterprise tax management solutions- ETAX (for formal sector tax collection) and IBILE (informal sector
tax collections) responsible for over N40 billion in monthly revenue for Lagos, facilitating deployment of a digital solution -REVPAY
that processes 100% of revenue collection in Lagos, facilitating holistic integration of all Nigerian commercial banks to the states’
Electronic Banking System (EBS), identifying new channels of revenue streams and optimizing the collection channels for MDAs,
helping MDAs automate business processes e.g. LIRS, LASEPA, Land Use Office, LASEMA, Surveyor General office etc.


Abdul-Kabir Opeyemi is currently the special adviser to the Governor of Lagos State on Taxation and Revenue.
